Video evidence collected during the investigation supports that prohibited punishment more than likely occurred, with a preponderance of evidence greater than 50%. A caregiver was observed demonstrating actions while conducting learning activities, and a child was observed demonstrating actions taken by the caregiver that were intended to promote corrective guidance and understanding of the learning activity.
