During the inspection, the infant classroom (specified age group 0-11) had 5 infants and 1 caregiver,which placed the classroom out of ratio.

This standard was evaluated as part of an investigation. A caregiver picked the child up by one arm, carry the child across the room with the child's arm over her head and her feet off the floor and placed the child in the hallway.
